Could the Healthcare system partially privatise?

It's a political hot potato but the Healthcare system is splitting at the seams. Politician Nick Clegg has suggested people should be free to top up their healthcare provided by the NHS.

The demand of healthcare in the UK is rising year on year, but unfortunately the NHS resources cannot keep rising to match it.  While government ministers match up this problem with the unthinkable solution of privatising parts of the NHS, Nick Clegg has come right out and suggested it.  He says that people who can afford it should be allowed to 'top up' the healthcare provided by the government.

More than ever before we hear of people being refused treatments due to their personal situation not warranting a treatment which would be of benefit, because the policy is that the budget would be better spent elsewhere.  Nick Clegg's idea is that patients should be able to top up the NHS offering if they can afford it.

The governments concern is that it would create a two tier Healthcare system with a growing void between different classes of healthcare.  However, there is an attraction for them in that every pound spent privately is an extra pound that could be spent with someone who cannot afford this additional treatment.

It's a political nightmare as someone will soon have to stand up in government and admit that it is not possible for the NHS to continue to offer completely free healthcare to everyone, but it will be a brave person who chooses to go first!
